The Congressional Research Office provides non-partisan research reports for members of Congress. They are very useful to quickly learn about the laws in force behind the power of Presidential Directives. You can search all here.
Presidential Executive Powers are built into the Constitution. Those powers have expanded or contracted based on legal interpretation and legislation. In searching the Multi-Search, for this paper topic make sure you include the term "expansion" in your search. Also, include president (to not include articles about state level executives), as well as "united states" to weed out articles about other countries.
Limit your searches to academic journals and books by using the Filter by Format menu to the left after you search. Often news/magazine stories will only give cursory information, whereas academic or professional publications will go into more depth about a subject.
